Default Water tube replacement?

I have twin 1999 BF 90's. They have had a little water in the oil for a while. I had the dealer change the thermostats and water pump. Ran the motors for a few hours and now there is lots of milky oil. I changed the oil and filters and then ran it in a tank...where there was no chance of getting in the exhaust. Turned milky again in about 2 hours. I thought it was the head gasket. Well...we pullled off the head of the first motor and the gasket was fine. No sign of leaking and no cracks in head. Now i guess the next step is the water tube that runs through the oil pan. Is there anything else I should check other than the water tube. If not, how in the world do I replace the water tube? Start at the bottom and work up or pull the engine out from the top? Please help! Thanks.

Probably need to pull powerhead and look for corrosion to oil pan.

Default shift rod

Well, we pulled the lower unit off and working our way up to the oil pan. Can't seem to get the shift rod to come out. Is that because we were supposed to start from the top with removing the powerhead? Any advice?
