Water hose joint kit

Hello
I have a BF15D4LHA. Two questions.
I want to buy a Water Hose Flush Kit (06190-ZV1-860)
Does this kit allow me to run the engine with it in, or is just for flushing?
The flush valve only has about 1/16th to 1/8 of travel when I push it in. Is this correct?
Thanks, any help would be appreciated.
