One engine is not going up and down, but motor makes the winding sound.

Other engine works fine.

Is is low on fluid?

I do not know what to do or where to look to fix the problem?

The Honda Owners Manuel does not address the trim tab regarding
trouble shooting and where the trim cap or port is.

Can you please advise!

Probably is low on trim fluid, tilt motor up all the way(use manual release if have to) and top off fluid.
