Do service Bulletins Expire
I have a 1999 75BF That gets water under the starter rusting the ring gear and causeing my starter to fail and getting a rusty discharge from the vent tube in the front of the engine
I understand that this might be covered under service bulletin #26
Anybody know?

You can take it to dealer and they can contact Honda but the bulletin was for normal warranty period, Honda did offer some goodwill assistant on motors out of warranty but don't know if they would still do that on a 1999 motor.
