Default Remove shift shaft from bf15ax

Hello..I'm trying to remove the shift shaft from the lower unit without breaking anything.
Tried to insert image 1999 BF15AX XAS VIN# BAAU-1400001 TO BAAU-1499999 Honda Outboard VERTICAL SHAFT Diagram and Parts

I removed bolt #28 and pulled up and shaft moved about 1 1/2 inch then stopped. It seems the whole assy from shaft 8 down to push rod #11 should come out?
Does pin #30 go through seal holder #12: should seal holder #12 move with the shift rod#8...seal holder #12 does not move on mine when moving #8 shift rod.

Will need to remove the seal holder, may have use a heat gun and apply some heat to housing to get holder loose.

Tahkns..does pin 30 go through the shaft and seal holder?

Roll pin go in shaft.

I apologize...the pin goes through the shaft but not through the seal holder?
So the seal holder does not move with the shift shaft
and the pin keeps the assy from coming out of the lower unit?
