Default motor will only turn 3000 rpms
i have a 75 honda (with carbs) it will only turn 3000 rpms. changed fuel filter and drained carbs. (no water) can someone give me some gidance.

Do a compression test, check spark at spark plugs, check prop is ok. May need to remove and clean carbs.
