Default Motor comes out of water in reverse

Hello all. I am new to the forum. I have a mid 90's honda 9.9 longshaft outboard motor. I used it as the kicker motor on my sled, and for trolling for fall chinook. I have a problem where the motor comes out of the water if I give the motor a decent amount of throttle in reverse, but this is sometimes required when fighting a big salmon or steelhead. I had an old evinrude at one time that had a lock down, but my Honda dosent seem to have this. Am I missing parts, or is a part broken, or is it just the design of the motor. Thanks for any help. Tom

There must be a problem with the reverse lock, here is parts list Pre-1997 BF9.9AH SAS VIN# BABS-1000001 Honda Outboard SWIVEL CASE Diagram and Parts

Suggest you check springs #13 and 14 on the parts diagram.
