How to loosen engine cover lock lever

How to loosen engine cover lock lever

Hi guys, I have a Honda BF75. The engine lock lever is really really stiff. I have taken out the bolt and washers thinking that backing off the bolt would do it. Well it doesn't, lever is still too stiff. What next? Thanks.
