Default Honda BF100F LA OUTBOARD ENGINE, JPN, VIN# B100L-1707173

Recently picked this outboard motor from my brother and hooked it up in a barrel of water. Connected gas and started pulling. After about 20-25 pulls it fired up with half choke. After a short moment I take the choke off and let it warm to running temp. Once it has warmed sufficiently I try to rev the motor up. If the choke is fully disengaged, the motor will rev up momentarily and then start to bog down like it's being flooded. After restarting the motor, I leave the choke on halfway and rev it up and it has no problem at all...rev's up like no ones business. Once I disengage the choke, and try to rev it again, it does the same "bog down, flood/like" movie. All of this being done while the motor is in neutral. There are only 2 adjustment screws on carb. One I have found sets the idle speed and the other I can only imagine controls the fuel/air mixture. I have tried fiddling with the f/a mixture, but to no avail. The motor runs well, and looks to be well taken care of. Any ideas of where to start looking? I'm not overly mechanically inclined, so any suggestions would be greatly appreciated. By the way, could someone tell me the year of this motor? Thanks.

Removed carb, disassembled, cleaned thoroughly (even though it looked pretty stinkin clean). Reassembled carb, reinstalled, added some sea-foam to carb, to gas can. Started back up like no ones business. Same symptom as before. If slightly choked, can rev full-out..if choke is fully disengaged...it revs momentarily then bogs down. Kinda scratchin my head at this point. Perhaps check compression? Seems like it's kinda runnin a bit rough at idle, but I am definately getting spark on both wires seeing as how I shocked the crud outta myself on both. Just kinda ****s my mind that it will accelerate full out if the choke is even barely open, and not when its disengaged. As for the idle mixture screw (not the idle speed screw), I have backed it out until the spring was fully unwound, and turned it a couple times back in, which seems to be the sweet spot for it. Though I have tried accelerating with no choke at all different settings with the mixture screw. Any more suggestions? Thanks alot for all the help.

Do a compression test. Having to run with choke on is a sign it's starving for fuel which is usually plugged passages or jets in carb.

Waiting on compression tester. In the meantime, I removed the fuel pump and fully cleaned the unit. Removed the small, wafer-like filters and soaked them thoroughly in sea foam along with the in-line fuel filter between the carb and pump. When I recieve the tester, I'll post the readings and we'll go from there. Really appreciate all the help, thanks.
