Unhappy Honda BF100 Rough Starting

Hello All,
Can anyone out there provide me with some suggestions. I have a BF100 I got with my 14' Starcraft Deep V. I am having problems with the motor starting. I had the motor fully tuned up last year by a Honda dealership. The problem only happens when I initally try to start the motor. After it runs for awhile subsequent starts aren't that bad unless I'm sitting for awhile. I've played with the choke and only use new gas everytime I go out. When I have finished for the day I completely run all gas out. I am at a loss. I dont have the money for a new engine but the starting issue is very frustrating. Sometimes it takes 20 minutes to start. I wind up using my trolling motor to get off the dock so I don't hold up any other boaters. Then I look like a idiot in the middle of the lake trying to start my motor. I would just like to have a easy starting motor. Any suggestions would be greatly appreciated.

Check to be sure that the choke plate in carb is closing completely.

Thanks. I checked and it is closing completely. I cleaned out the carb and am going to check the gap on the spark plugs. They re alittle wet but not that bad. Any other suggestions?
