Default honda 75 won't start

I have a 1998 BF75 Honda (75hp). Ran Fine all year. Last outing It would not start from the git go. Dealer said the timing belt broke, (must have broke while cranking as the engine never fired) he said probably bent some valves, he tested it, had low compression? Had spark , fuel and new filters, new batteries. Suggested pull it out to replace valves at an estimated cost of $1,000.
Is this the real/reasonable cost for parts/labor to put in some new valves etc? Are there alternatives? Any advice?
I also have a concern over the rusting steering arm. Should I have it replaced while in for service or will it last? I keep cleaning it and coating with grease and it still rusts.

Depending on damaged parts but could easly cost that much.
Get an estimate on steering replacement, would be a lot of labor to replace.
