l have a Honda 40hp outboard.lt doesnt idle well at all, and revs alittle high when l spay electronic cleaning spay by the carbs. around intake gaskets.l replaced the intake and carb gaskets, but its still doing it
lt has very good compression #1 195, #2 200
#3 195. lt was bogging down and a great loss of power.

Sounds like it needs the carbs removed and cleaned may be plugged up with varnish or trash.
