honda 2hp not spitting water a idle

hey guys i have a honda 2hp i believe it is a 1990 the serial number is BAES-1240328 if someone can confirm that for me,anyways when the motor is at idle it is not spitting water and when i throttle it up it does spit water but doesnt seem to do so smoothly not like my buddys 9.9 anyways i just picked up this motor for pretty cheap i was wondering if its normal or should i get it looked at...thanks for any info

It doesn't put out much water but if unsure put a new water pump in it.

I have a 2002 2hp, no water pump, they are air cooled
