Default Honda 225 Starter Cable Electrical Problem

I have a Honda 225 (Ser. #BAGJ 13000614) that has an electrical problem with the starter cable. When I turn the wheel hard to the rigth the motor completely cuts out, the ignition switch shuts off, no power to the motor at all. When I turn back, the power returns. Thru trial and error I was able to find that by moving the plastic cover over the starter cable and linkage from side to side the power would cycle on and off.

I removed the plastic cover and believe I have isolated the problem to the smallest wire of the three that make up the starter cable, just as it comes to the gromet to enter the motor housing. I believe that this cable may become damage from trim/tilt and/or hard turns???

Has this issue happened to others? Was there a fix short of replacing the entire starter cable? Is there a Service Bulletin on this item? I have always done my own maintenance, so I don't receive any service updates, what are all the Service Bulletins that have been issued for this motor? Thanks for any help!
