Engine surges

I have a 1996 40 HP on a 14 foot whaler hull. When I push throttle all the way forward I only get about 1/2 power. After an interval the engine will feel like it goes into passing gear and runs fine and then loses rpm again. I have changed filters and fuel lines to no avail. Any suggestions? tia

Run a compression test, check spark at spark plugs, condition of spark plugs. May need carbs removed and cleaned.

Plugs have been replaced and carbs removed and cleaned. Can do a compression check but with no smoking and the power it has when it surges I doubt I'll find anything there. I'm wondering if it could be the fuel pump? A friend has my manual and I'm not sure where the fuel pump is.

If fuel pump is bad then pumping primer bulb would make it run better, might try it.
