I adjusted my 9.9 last night. If your engine has only one carb, it should be the same as what I did.
Your carb should have 2 screws, one for idle mixture and one for idle speed.
Reduce your idle speed as low as you can get it without the engine dieing and then turn your idle mixture screw slowly clockwise until the engine starts to run rough, then turn the screw counter clockwise until the engine smooths out again (about 1/8-1/4 turn should do it). You should be able to feel the engine run smoother with less vibration so turn the screw slowly in small increments until you find the sweet spot.
With your engine submerged in water, put it in gear. If the engine dies, increase your idle speed until you can idle in gear without the engine dieing.
If your engine has 2 carbs, the above will still apply, BUT, you will need to get a carb sync to make sure that both carbs are drawing the same amount of air when the engine is idling, before making the idle mixture adjustments. After the adjustments are made, you will then need to check the carbs again with the carb sync to make sure they are still drawing the same amount of air.
