BF40A with odd numbering

Please help..... Bought a used motor that originated in Quebec. Stamping on Stern bracket is BF40A BAYS-6400122. Engine number is 31200ZV50130. Canadian Honda tells me this is invalid Frame number. American Honda cannot help. Original Canadian dealer tells me this is a 2007 model BF40AKO.
Is anyone familiar with this frame numbering scheme and how it relates to the USA numbering?
This electric start motor is LHTC according to the 2003 owners manual that came with it(20 inch long shaft-long handle tiller-power tilt/trim). Thanks

It comes up as an invalid number in American Honda serial charts as well, no serial number listed that starts with anything higher than a 3 that I seen.
