Default BF25 - Losing Power prior to plane

I have a Honda 1998 BF25 (BAJS-1001379) mounted on a 12' Zodiac.

When throttling up, as the boat plows prior to breaking plane my throttle cuts out. If you ease through the plow until it planes the motor runs fine wide open. Just one spot during the load and power process where it cuts out completely if throttle is opened too fast. Boat idles fine, once on a plane cruises good.

I have:
- cleaned the carbs
- replaced plugs
- fuel filter
- replaced primer bulb
- used ethanol fuel treatments

No change in performance. Just the one hick-up as the boat reaches peak plow, prior to plane. Motor boggs or hesitates as power is increased.
What should I pursue next?

Sounds like an accelerator pump problem, Make sure carbs are in sync, check adjustments and check diaphram in dashpot.
