Default BF10d/BF10B waterpump impeller

I removed the lower unit on my BF10 engine to replace the waterpump impeller. The shaft remained in the powerhead. Since the flat spot on the shaft is above the bottom edge of the engine housing, how do I get the keeper key into the slsot in the impeller? Should the shaft have come out of the engine so the keeper key replacement in the impeller is easy?

I have tuggeg downward on the shaft, but it does not seem inclined to "drop out".

Suggestions???

The shaft should have dropped down as well, need to get shaft removed from crankshaft.
