Default BF 90 low rpm miss

I have what I think is a '98 90hp 4 stk with carbs. BBBL1002140 She has a low rpm miss that seems to go away in mid range and high speed. I have drained all fuel and replaced with fresh and added sea foam , as well as the sta-bil marine for ethanol. Changed both fuel filters ie. spin on and plastic low pressure under cowl, cleaned hoses, changed plugs with proper gaps. Removed carb manifold twice and cleaned the carbs with the proper chemicals, ( by the way I think the problem is # 4 cyl ) the bottom one , this conclusion is because when running at low rpm I can remove plug wire and there is no noticable change. The compression is 200psi cold and 205 hot . Changed the spark plug wire and end cap with oem parts , Don't know what to do next, need help! any ideas??? Don't have any Electric testing equip other than ohm meter

If the carbs were not synchronize after removal then re sync may solve problem. Dealers have the vacuum gauges or sync meters and shouldn't charge much to do it.
