Default 9.9 won't start cold without fluid spray

My 9.9 on my dinghy won't start when it's cold unless I spray carburetor cleaner into the air filter through the hole where the emissions tube goes. With a a few squits it will start with the choke open (off) and the throttle open about halfway. When it starts it runs fine even at idle, and will start again as long as it's warm. I'm pretty sure this as somthing to do with the carburetor, but was hoping to fix it without having to take it all apart. any ideas? Thanks

Probably need to remove and clean carb
