Default 5 hp Questions

Some new guy questions.
I have a 5 hp vin# BF50L-1004502. I think this is a 1996 BF50F LA model.
Motor came with my boat and has been sitting in a garage unused since 2002.
There are a few scuffs on the motor cover but the rest is spotless, looks like very few hours. I pulled the carb and cleaned a bit of gunk from the bowl and the float valve. I noticed that the plastic part on the end of the throttle shaft ( the part where the throttle cable connects) was broken. The end with the idle ? screw was missing. I went to the Honda dealer and looked at a new 5 hp and took a couple pictures of the carb. Using the pics, I made a whole new piece out of delrin, tapped a hole for the screw and tapped the end of the throttle shaft for a 3-48 screw to hold it on. Works so far. The question is (about time!) how can I tell if the relationship between the choke and where it hits the throttle part is correct? The choke advances the throttle when it is applied but how much is enough (or too much)? Reading back, this sounds clear as mud. Let me know if this needs clarifying.
