Default 4 stroke 9.9. Lowe 14' alum v?

Hey guys I'm sure I'll catch he-- over this question but I'm at the end of my rope. What I have is a 14' Lowe V with a 01 Honda 9.9 4 stroke long shaft, 9 1/4 x 8 4 blade. Beeing a tool and die maker I put a Jack plate on it. The anticavation plate is nearly level with the bottom of the boat. The problem I have is at full throttle it's not even close to plaining out. I've installed a fishing deck on the front 3/4 treated, trolling motor and battery. In the back I have a starter battery, 5 gallon tank nearly empty and some 1/2 treated. Is the 9.9 not going to do the trick? I don't want to hall as- but just be able to see over the front of the boat. I have the trim as far down as it will go, it's fireing on both cylinders, compression is good, throttle is opening all the way. At WOT rear drops down nearly to the point that the exhause port is under water. Keep in mind the anticavation plate is nearly level with the bottom of the boat out of the water. I'm at a loss, I have lots of pics mostly dry docked it's hard to get a pic while under way. Help! Thanks

You can try the 7 pitch 4 blade prop, which is the smallest pitch available for it to see if will plain it out. If it doesn't then probably have to lighten boat up or get a larger horsepower engine.
