130 hp low rpm

My 2003,130hp runs fine up to 3200 rpm but will not go higher. It lopes along as though it is starved for fuel or the timing is not advancing. It seems to alternate between power and no power in 1/2 second cycles.It has a fresh fuel/water seperator filter. Any Ideas? thanks ...Steve

Need to get fuel pressure checked to see if have fuel pump problems, fuel injector problems or restriction in fuel system restricting fuel.
