Default 10.0 HP Honda outboard carb leaking gas at overflow hole(?)

Hello,
I have a 10.0 HP honda outboard leaking fuel at the overflow hole (?) right near the throttle linkage and idle adjustment screw. The motor was serviced several years ago, then sat for several years. Is this a case of a stuck float or something indicative of a much larger problem? Is this easy to resolve? I am comfortable working on many mechanical aspects of cars (timing belts, brakes, etc) and small utility devices.

I have attached a picture with a yellow arrow pointing to the location of the leak.

The carb would have to be removed and cleaned and may need new float valve, it's not hard to do.

Would this require a carb rebuild kit? Is this something your store stocks? If so, how much to they sell for?

Is there a procedure documented for this job somewhere in the forum?

Default Removed and Cleaned, not running too well

Alright, I removed the carb today, it was teaming with white deposits everywhere (what are these from?). i cleaned it using carb cleaner and a toothbrush as best as possible. it did not completely come off, but at least there are no longer chunks of crap floating around. the float valve looked ok, i was able to carefully clean this well. i blewout all the journals with the pressurized carb cleaner.

I also managed to fix the leak that was coming out of the overflow journal, one small victory.

it runs, but have these issues:

a) it starts hard. even when it is warm, i have to choke it once to get'er going

b) i cannot get it to idle at a low RPM. when i try to bring it down to a lower RPM, it stalls.

Suggestions for next steps?

Sounds like still have plugged jets or passages in carb.
